Punishment should first conform to the due legal procedure, and it should protect the citizens right to obtain public relief at the same time . It is an imaginary defense to deprive citizens of their constitutional rights on the ground that leaving the country may endanger national security. In front of the government that holds all kinds of violence machines of the country, any citizen is as small as an ant. The government should put itself in a detached and neutral position and apply the law fairly to the citizens under its governance. It is hoped that any legal citizen can leave the country freely.
