Ma,Yan: The evil Chinese residence registration policy

The well known family planning policy in China is criticized by the public and is a inhumane method, under the wrong policy, those poor children are abandoned by the country and the government, they are known as “off-the-book household”, because their parents granted them lives, the Chinese government deprives their basic citizen rights with excuses like no Procreation License and no payment of social upbring fees. Poor children at proper age are supposed to sit down in bright classrooms and accept nine-year mandatory education, but in fact many families have difficulty to send their children to school, because their children don’t have registered permanent residence and can’t register for school, if they want to go to school they have to pay exorbitant extra charges, since it’s mandatory education, why pay thousands even more to the school? This is another double dealer of Chinese government, obscurantist policy which put feathers in its own cap internationally and deceives people domestically. What crimes these children have? Even their basic citizen rights are deprived which pass down actions of the last generation to the next generation.
The fourth article in “The nationality of the People’s Republic of China” regulates: “ both parents or one party is Chinese citizen, the individual should be born in China, and has Chinese nationality.”
The thirty third article in the “Constitution of the People's Republic of China” regulates: “All people own nationality of the People’s Republic of China are citizens of the People’s Republic of China.”
Therefore, regardless of one child per family or children born outside of the policy, as long as either parents or one party is P.R. China citizen, the self born in China, and has P.R. China nationality, they are all Chinese citizens. Since children who are born against the family planning policy are Chinese citizens, they sure have the right to register for households, it’s well known that people without household registers cannot enjoy basic citizen rights, and those poor children can’t enjoy basic citizen rights, they can’t pay for schools and have to stay in homes and become illiterates, and such is the darkness of Chinese society!
