Meng,Qingkun: The reason for corruption in China lies in the system

Facing the corruption problem, the Chinese government doesn’t find solutions to restrict corruption institutionally, only simply promote anti-corruption activities; all levels of government establish anti-corruption agencies, media publish anti-corruption articles every day, remind government officials to be honest and not corrupt; government talks about construction of a clean and honest administration at every meeting. Such big scale anti-corruption is one and the only one in China and abroad. Despite all these, why anti-corruption activities of the Chinese government have no substantive progress?
Aimed at the serious corruption problem at present, Chinese government has various education system and supervisory mechanism. The government claims to severely punish corrupt officials but it grows again when the spring breeze blows. One cop of corrupt officials fall and another cop appear, and goes further than last cop. This is irony for Chinese government who strongly promote anti-corruption.
From China’s anti-corruption mechanism, these problems lack cultural and moral basis, and couldn’t form a healthy social trend in the environment of power treading law; besides, a series of anti-corruption measures issued by the government are actually superficial supervision for mutual interests, and such supervision can’t be effective, and even protection for corrupt officials sometimes. To restrict corruption fundamentally need to start from reforming administrative concept of the ruling party and reforming social system. When the Chinese government can take such measures to fight corruption, effective control of corruption will come soon.
