Zhao,Yingshun: 2010 is another milestone in the history of democratic movements in China
赵英顺(Zhao,Yingshun)
Democratic movements in China experienced the torrential 1989, and after twenty years relative silence and submergence, Liu,Xiaobo’s winning of the Nobel Peace Prize following a series of other important issues made democratic movements in China had another wave in 2010, with bigger trend and more rational methods, the movements struck the dictatorship again, and head further for democratic politics in China.
Liu,Xiaobo’s winning of the 2010 Nobel Peace Prize is definitely the most prominent case for China’s democratic movements, and an important achievement for democrats who have been fighting for years. Democratic movements in China have been concerned and sympathized by advanced forces worldwide, and the world turn the focus to China again in 2010, proved that support and cheer of international society have reached unheard-of levels which will greatly encourage democrats domestic and overseas. The award also made Liu,Xiaobo a rep. of democratic movements in China with international fame, the rational spirit and non-violent route have been gradually accepted, “08 charter” is known to the public, democratic movements in China therefore have its spiritual leader and political outline, and will enter a new phase soon.
In 2010, the masses in mainland were enlightening, civic awareness started to appear. For example, CPPCC proposed to abolish Cantonese programs on TV before the Asian Games in Guangdong, official actively responded, but provoked discontent among local citizens, they spontaneously went to the streets and protested against the proposal, the authority finally abandoned the proposal. Another example was after the Shanghai big fire, during the first seven days of the death, more than one hundred thousand people gathered at the scene and presented flowers to express their grief. These incidents showed civic conscience and citizenship spirit in modern times have appeared and expanded in mainland China, and in European countries and America, it’s because of such conscience and spirit that cultivated modern democratic politics and civil society.
Under the domestic and overseas pressure, higher levels of CCP had unprecedented divergence on political reform, especially Premier Wen,Jiabao made several public speeches to advocate political reform and universal values, to protect citizens’ dignity and encourage free development, it was very inciting. Though lack of response from powerful personnel within the party, Wen,Jiabao went silent lately, but the fact is indisputable that higher officials in CCP are no longer stubborn. Transformation of new democratic countries to a large extent originates from pushes of enlightened personnel in higher levels. The next reformer in China may be Jiang,Jingguo in mainland.
Idealism of foreign policies in western countries started to appear in 2010, and were aggressive to China on human rights issue. Countries like America used to take soft ways to persuade CCP to conduct democratic reform, but were not effective, and even appeared backward situations in some areas (Heavy sentence of Liu,Xiaobo). Now they changed attitude and stressed CCP. For instance, western countries ignored threats of CCP, and united to criticize dictatorship in mainland China, demanded to release political criminals and have political reform during the nomination, selection, award process of 2010 Nobel Peace Prize. Main political leaders in western democratic countries had more domestic pressure no matter visiting China or receiving Chinese leaders, which demanded to discuss human rights problems face to face. Such change in western countries is no doubt beneficial to democratic movements in China.
The above mentioned active changes in 2010 will be recorded in the history of democratic movements in China. Though CCP suffered in domestic politics and foreign diplomacy in 2010, it might be more ruthless and has its own way, democratic movements in China therefore have a long way to go, however, just like climb mountains, democratic movements in 2010 had a big step forward, and is closer to the top, and can’t be returned.
