For a long time, Chinese government lacks knowledge of the connection between education and economic development, which lead to the urban-rural gap, regional disparity, and class gap existed in the education development, and the gap is getting wider. Due to household registration system and other factors, migrant children can only go to shabby schools, or have to pay high extra charges to enter a better school. It brings huge burden on the poor vulnerable group, and creates unequal starting point of education.
Chinese government treats education as an industry, and establishes an “urban-centered” value, which resulted in preferential funds obtained by urban schools, education resources pertained only by key schools in urban areas, imbalance of education development between urban and rural areas, and inequality of education budget and faculty standards per capita. Division of key and normal schools and increasing school choice charges along with other fees under different names cause many students from poor families deprived of education over a long period of time.
Though Chinese government has increased input in education, and education policies has leaned towards rural areas, education officials has discriminated rural areas for a long time, some officials embezzle and corrupt limited education fund, plus imbalanced economic development in different areas, education input in rural areas is well below urban areas.
Chinese government should realize the balance of education input, emphasize education legislation and prevent education corruption under the principle of fairness and impartiality, let all children get good mandatory education, and realize an equal and harmonious development of Chinese society.
