NATO Secretary-General Jaap de Hoop Scheffer says additional troops are needed to secure Afghanistan during upcoming presidential elections.

De Hoop Scheffer said he wants four more battalions in place for the August 20 vote. A NATO battalion is about 1,000 troops.

The NATO chief made the comments Wednesday after meeting Afghan President Hamid Karzai in Afghanistan's capital, Kabul.

At a joint news conference with Mr. Karzai, de Hoop Scheffer said the elections will be a "challenge" that the officials are committed to meeting.  He said every Afghan citizen should have the right to go to the polls.

Mr. Karzai is running for re-election in the presidential race. The Taliban insurgency, and the increasingly unpopular foreign occupation, will be key issues.

The insurgency has worsened over the past year, convincing U.S. President Barack Obama to deploy an extra 17,000 troops to Afghanistan in the coming months.

A bipartisan group of U.S. lawmakers sent a letter to Mr. Obama Tuesday, asking him to reconsider the military buildup.

The congressmen said the U.S. military does not have clear objectives in the war. They said escalating the U.S. presence in Afghanistan could harm America's security, rather than help build a stable, self-governing country.
