                                   Wang, Yi: Difference on Corruption in Taiwan & China

Recently, both Medias in TaiWan & Mainland China exposed corruptions of both governments. One after another, corresponding to each other from across the strait, it appears to be scene of “hundreds of flowers blossom at the same time”, and the Chinese people all over the world had a good time gossiping & enjoying watching the news or hearing them over the radio. I am here to contribute my own personal opinion.

Autocracy or democratic society, I think corruption exists in everywhere more or less. It is the human nature. As the saying goes “If human do not serve themselves first, the world won’t exist”. In any social system, it is inevitable that corruption exists. However, the corruption is also different in the following aspects.

First, the amount of corruption
On this topic, China takes the lead. Small as a village head, or county leader, they can corrupt millions or even hundreds of millions of dollars. And the president of Taiwan, after investigation, only corrupts a few million dollars. It is not even the same level. This indeed prove the “advancement” of CCP, their members can satisfy their spiritual and material needs through all possible ways and to their maximum pleasure.

Secondly, the scale of corruption
This also exceeds what democratic society can reach; they can only sign in despair. Even most of the corruption is covered up as much as possible and as long as possible, as soon as it appears a little sign before the public view, it is incredibly scary, and absolutely unbelievable. In the 1990s, all people are joining the economic movement, and now corruption is spreading everywhere. This is indeed the “advantage” of socialism. We will all have to agree.

Thirdly, ways people fight corruption
The Chinese government fights corruption from inside out, and from top down, according to their plan, step by step. Just like a skilled director shooting a movie. It serve the purpose of defeating their political opponents, as well as educating the people and glorifying the party. It also serves the purpose of not exposing the real issues. Therefore, it contains the damage and protects members from their own group. And it will still be peaceful & harmonic society. It does take extra efforts. Things are different in TaiWan when coming to fighting corruption. They all scream and fight with barer arms without any concern of disgracefulness to the party or the government. They forget the best lesson learned from our ancestors “never expose your bad behavior to dishonor your family”.

Fourthly, ways of punishment
In mainland China, the punishment is inside the party first, like time & place confinement. After that, it may goes to court for investigation or it may go free, that depends on “certain” case. As to the result, it is predetermined. Punishing your own families? not in CCP culture. It belongs to internal conflictions, not a real problem. If you know what to hide, you maybe accused in front of public eyes, but will be dismissed secretively. If you are not our group member, we then punish you to the extreme to show our determination on fight corruption, till your last breath. This fully represents the “Chinese” way of dealing with people. In TaiWan, they follow what the law says, there is  no  room for excuse or  trying to go free unpunished. That is really “boring”.

Fifthly, Purpose of fighting corruption
Democratic country designs their system as separation of rights, fair play among multiple parties and media freedom. That serves the purpose of preventing corruption. Since they believe absolute power will generate corruption. It must be stopped at the system level. Hence, the democratic system has its anti-corruption gene in nature.

Things are different in autocratic countries. Autocracy is the twin brother of corruption. When autocratic government fights corruption, it is only a display, a way of defeating political opponent.; It is not a real fight of corruption. It can not be possible, since real fight over corruption will only lead to their own tomb. It is like play with fire and burn themselves. Some people feel happy about seeing some officials being striped off their ranks and send to prison because of corruption. Well that is only superficial. The real reason they were jailed is because they did not follow the right leadership, they are the victims of political fights over power shifting. And those who appear to be clean on the stage, How many of them are not corrupted?

Those who win the war become the heroes, and those who lose become thieves and get imprisoned. Heroes can be heroes not because they are not thieves, and those so called “thieves” lost not because they are “thieves”. The truth is, they are all the same.
