Zhao Xiunan: Hands in Glove is the Key for Mafia in China
In the beginning of power control by China communist, the government had a very strong power in hand and all decisive powers were highly concentrated, a system of concentrated power dictatorship. Besides the strong power organization, the party and youth league, there were also various social organizations, social security organization and mass organizations that filled everywhere in the society. A strong and close watch control on the whole society not only politically, but in organization and daily life as well, so there was not space for mafia to exist or develop in society.
Since the reform and open door policy implemented in China, state planned economy system collapsed and government power withdrew somewhat as to suit the new economic and political system. In such radical social changes, there were not new legal and effective mass power organizations to fill the space left by the withdrawal of the government power, so mafia found space for their rise. As it is commonly known that mafia is a ‘government’ in a dark society that has no ‘license’, so in places that vacant for government power, mafia would act as the role of authority, setting up an order. Police and mafia would then hand in glove, and so would the officials and mafia, and this is an open secret in China society. The mafia nowadays in China society is naturally different from those in foreign countries or in Hong Kong or Taiwan, as mafia in abroad are normally seeking political protection after they developed big enough, while in China mafia started from the very beginning under protection of politically commercialized officials, so officials hand in glove mafia is the key for them to rise in China.
