                             Ci,Yongtao: China Government Anti-corruption High in Voice low in Action

In the history of China communist it has always been the same with campaign against corruption and advocating honest and pure official duty perform: high in voice low in action, or say: a lot of thundering but no rain drops. They sometimes capture and punish a few offenders just to show others at large. Big corruptive officials or small ones, then behaved themselves for a while; and after the campaign is over, the scaring thundering is over, then big corruptive officials or small ones would brace up themselves and resume their embezzlement and corruption.

In a highly civilized country the society live on political, economical and cultural transparency, and rely on the political parties’ interact, media freedom and speech freedom, so that all government officials conduct can be exposed in front of the public. However, after half a century dictatorial rule in China, there developed a complete corruptive system throughout the state and nationwide. Corruption system became more and more stable and all kinds of exchanges between money and power carried out under the so-called legal procedures. So long as market function exists, the corruptive officials hand would be there to embezzle; wherever there is source for profit, the officials concerned would turn it into a money-making management; so long as the policy or law regulations can be used in exchange for money, the officials would make big use of it to extort money out of it.
