Qu, Yiliang: Protect Everyone’s Basic Human Right
If we hope that China realizes democracy, we must know what democracy is and what democratic idea is. The democratic idea includes: politically everyone are equal. No matter you are worker, peasant and intellectual, everybody are equal in political right and in front of law.
The government won’t exercise reigning powers unless it is on the basis of ruled ones’ agreement. The governmental function is to protect the people not to tyrannize them. The ruling government is established and chosen by the people. The governmental power is bestowed by the people, it is neither from itself nor bestowed by few people. Any powers come from the people, and the sovereignty is up to the populace.
The minority should submit to the majority, the right of minority should be protected, and this is in order to protect the basic human right of every populace. However, under present Chinese autarchic system, the true circumstance is that the majority submit to the minority, and the basic human right of the populace is not ensured.
