At the handover, broadcast Monday on Georgian television, the four officers were told they were being deported on charges of spying.  The four were then driven off in O.S.C.E. vehicles.  

Despite an earlier Georgian announcement of the release, Moscow showed no sign of lifting orders to suspend all transport and postal links with Georgia.  The transport and communications ministries said earlier today that all air, road, rail, sea and postal links will be cut.

The officers＇ arrests last week in Tbilisi infuriated Russia, with President Vladimir Putin denouncing the move as "state terrorism."  He also compared the arrests to tactics used decades ago by Soviet secret police.

Since the arrests last Wednesday, Moscow recalled its ambassador from Tbilisi and most of its diplomatic staff.  Russia also placed its troops in Georgia on high alert and ordered them to use deadly force, if necessary, to defend themselves.

However, Mr. Putin on Monday ordered a long-planned pullout of Russian troops from Georgia to continue.  The Russian forces are expected to leave by the end of 2008.
