"Shepherd politics" is a mode of governance found in authoritarian states that likens the relationship between rulers and the populace to that of a shepherd and a flock of sheep.
In this model, the ruler acts as the shepherd controlling the flock, while the ruled are viewed as lambs that must be controlled and are required to show absolute obedience to the shepherd.
Mainland China currently operates under this model.
The CCP authorities have adopted policies prioritizing economic development: abandoning the planned economy, introducing market mechanisms, easing government regulations, boosting production efficiency, and stimulating foreign trade. Consequently, people＇s incomes have risen, and their material living standards have improved—particularly in urban areas, where residents＇ lifestyles now approach those of developed nations.
However, at the same time, the CCP has tightened its control over the populace, forbidding unauthorized speech or action and demanding absolute obedience to the central leadership and unwavering alignment with the Party.
Under these circumstances, although the people enjoy certain material benefits, they are deprived of freedom and democracy; much like a flock of livestock being tended by a keeper, they are far from being citizens of a modern society.
