Sun, Zhude: A One-Party Dictatorship Can Never Achieve the Rule of Law

The Chinese Communist Party (CCP) exercises a one-party dictatorship; the Party stands above all else, and the law is placed under the Party's leadership. Consequently, achieving the rule of law is absolutely impossible.
Consider the Constitution: it is the fundamental law of the state, guiding all other legislation; it serves as the cornerstone for building a nation governed by the rule of law and acts as a benchmark of a civilized society.
The CCP has its own constitution. On paper, it appears to be one of the most perfect constitutions in the world, containing exhaustive and detailed provisions regarding citizens' rights.
For instance, it stipulates that citizens of the People's Republic of China enjoy freedom of speech, the press, assembly, association, processions, and demonstrations, as well as freedom of religious belief.
In reality, however, citizens' fundamental freedoms are restricted at every turn and, in practice, completely stripped away.
The CCP ruthlessly suppresses dissidents and shows no mercy to rights activists. Its so-called constitution is merely for show—a facade designed to deceive the public and burnish its image. No CCP official takes the constitution seriously, let alone practices governance according to the law.
Under the CCP's one-party dictatorship, it is impossible for China to achieve the rule of law. Only by realizing a democratic China can there be any genuine rule of law.
