On November 26 and 27, 2022, in Beijing, Shanghai, Chengdu, Chongqing, Nanjing, Guangzhou and other cities, Chinese people launched a series of protests aimed at opposing the CCP’s policy of zeroing out and demanding freedom of speech. During these campaigns, people held up blank papers to protest, mocking the CCP for deleting posts, banning accounts, and depriving people of their freedom of speech. Students from nearly 100 colleges and universities including Tsinghua University, Nanjing University, Nanjing Institute of Communication, and Central Academy of Fine Arts launched protests. The participants of the "white paper revolution" are mainly college students born in the 2000s. Starting from November 28, 2022 (Monday), many protesters and supporters who participated in the "white paper revolution" were secretly arrested. On November 30, Li Kangmeng, a girl from Nanjing Communication University, lost contact. The majority of those arrested were girls, mainly post-00 female college students. Among the many arrested post-00s and post-95s girls, Cao Zhixin should be mentioned in particular. Cao, Zhixin is 26 years old, graduated from a prestigious school with a master's degree, and works as an editor at Peking University Press. On November 27, Cao, Zhixin and five friends brought candles and flowers to the banks of the Liangma River in Beijing to mourn the victims of the fire in Urumqi. The process was very peaceful. In the early morning of November 29, six people including Cao, Zhixin were summoned by the police station and released 24 hours later. On December 24, Cao, Zhixin was arrested by the Beijing police after being settled by Qiuhou. Before she was arrested, Cao, Zhixin left a video and made it public. The video said, "We pay attention to this society. When our compatriots die, we have reasonable emotions to express. We are full of sympathy for those who lost their lives, so we go to In this mourning event, we observed order at the scene, without any conflict with the police, we were characterized as 'frustrated student protesters', why should we be silent (afterward) Take us away?... When everyone sees this video, I have been taken away by the police.We don't want to be disappeared, please help us!" On April 19 this year, Cao, Zhixin was Released on bail. The release of Cao, Zhixin and others is that the Ministry of Public Security and the Beijing Municipal Public Security Bureau are forced to make compromises under pressure from all parties inside and outside the system, and it is also a blow to the authorities' ability to maintain stability, intimidate and rule. After the "blank paper revolution", around December 7, 2022, after the authorities were forced to abandon the "dynamic clearing", the maintenance of stability became increasingly weak. A large number of local police do not cooperate, slow down their work, and disobey orders. Therefore, they can only use the Beijing Municipal Public Security Bureau and the Ministry of Public Security to arrest the participants and supporters of the "white paper revolution". At present, China's central and local finances are almost exhausted. The vast majority of local finances are already heavily in debt. In too many regions, civil servants' salaries cannot be paid due to financial exhaustion. For a dictatorship, it is the economic base that determines the superstructure. The finances are running out of money, the salaries of the public security police can no longer be paid, and the funds required by the public security organs are seriously insufficient. What else do the CCP’s local police and militias use to carry out large-scale and all-round stability maintenance?
