Israel to Free Some Palestinian Prisoners in Exchange for Talks

JERUSALEM — The Middle East peace process is getting a long-awaited boost, after a visit to the region by the American Secretary of State. The deal could give freedom for some Palestinian prisoners.

Israel has agreed to release Palestinian prisoners as part of a framework agreement to renew peace talks brokered by the United States.

Israeli Strategic Affairs Minister Yuval Steinitz said some Palestinians involved in terrorist attacks and jailed for more than 20 years would be freed.

At the same time, Steinitz told Israel Radio that his government did not agree to other key Palestinian demands, such as a freeze on settlement construction in the West Bank and disputed East Jerusalem. The settlement issue had led to a four-year deadlock in the peace process.

Secretary of State John Kerry announced the deal late Friday in Amman, Jordan after four days of marathon talks with Palestinian President Mahmoud Abbas and officials from the Arab League.

“We have reached an agreement that establishes a basis for resuming direct final status negotiations between the Palestinians and the Israelis," he said. "This is a significant and welcome step forward. The agreement is still in the process of being formalized.”

The Palestinians had long demanded the release of prisoners who were jailed before the signing of the Oslo Accords of 1993, the landmark peace deal with Israel. But the Palestinian Authority is concerned that Israel did not agree to the 1967 borders as the basis for a future Palestinian state.

Palestinian legislator Mustafa Barghouti said Israel must withdraw from territory it captured during the Six Day War in 1967.

“What we demanded is a written commitment from the United States that the framework of the negotiations and the terms of reference will include the ’67 borders, and a clear indication of the two-state solution where a Palestinian state would be free, sovereign and contiguous,” he said.

Israel describes the 1967 borders as indefensible and says in any final peace treaty, it will hold on to large settlement blocs in the West Bank and East Jerusalem.

Israeli and Palestinian chief negotiators will meet soon with Kerry in Washington to hammer out a deal for the official resumption of peace talks.
