Due to that sponsor of citizen-candidate He, Depu, and nine candidates Ye, Jingchun, Yang, Lingyun, Zhang, Shangen, Wu. Lihong, Ye, Jinghuan and so on were taken to Jingshan police station illegally at 9AM on Sept 16, 2011 and checked their identification and detained for one day with the excuse of summon, clients decided to apply for administrative reconsideration to office of legislative affairs of State Council.
At 9AM, sisters of Ye, Jingchun and Ye, Jinghuan, Wu, Lihong, Han, Ying, Zhan, Jiang, Yang, Linyun, Liu, Xiuzhen, Zheng, Wei and so on arrived at the gate of office of legislative affairs of State Council on time, registered to go inside and waited for meeting related officials.
At the same time, He, Depu was stopped by policemen of viceroy ship before he went out, and taken into police station without any reason!
Wang, Xiuzhen was also not allowed to go out by Xinyuanli police station in Chaoyang District.

Oct 8 was the polling day of election of district deputy to the NPC in Beijing
After the polling, candidate Ye, Jingchun queried the result of votes in the district and the answer was it hadn’t been calculated out.
On 11, she went to street office in Zhanlan Road to get the result, but the female leader in charge of election said “there is no statistical data here and you can go to ask neighborhood committee.”
He, Depu, going with her together, said “It’s impossible there is no statistical data here, and according to general regulation, data should be reported to you at the next day of election before 12AM, so you can say you have data but you don’t want to show it to us, or you take the result to us. According to our research, Ye, Jingchun got the majority rate of votes, so it’s possible to be elected, hoping you not suppress voters’ willing, and you should not conceal the votes of Miss Ye, Jingchun and open it in public.”
The female leader in charge of election: “We need to ask for instructions, and if there is result, we will tell you right now.”
Ye, Jingchun left her telephone number to the office of election.

Lu said “Document doesn’t rule to open all the candidates’ votes.”
Ye, Jingchun asked “Is there any regulation of not telling the votes of privates?”
Lu said “No.”
Ye asked “Why don’t you tell me and what are you worried about? I think there are many people supporting me, so I have obligation to tell my votes to people supporting me and give them an explanation.”
Lu said “Do you must know the number of votes you have?”

At 9AM of Nov 14, 2011, about ten people including sisters of Ye, Jingchun and Ye, Jinghuan, Wu, Lihong, Han, Ying, Zhan, Jiang, Yang, Linyun, Liu, Xiuzhen, Zheng, Wei and so on arrived at the gate of office of legislative affairs of State Council in No.11 of Wenjin Street on time, registered to go inside and waited for meeting related officials.
The aim of their visit was that sponsor of citizen-candidate He, Depu, and nine candidates Ye, Jingchun, Yang, Lingyun, Zhang, Shangen, Wu. Lihong, Ye, Jinghuan and so on were taken to Jingshan police station illegally at 9AM on Sept 16, 2011 and checked their identification and detained for one day with the excuse of summon, clients decided to apply for administrative reconsideration to office of legislative affairs of State Council.
However, one of the clients He, Depu was stopped by policemen before he went out and took into police station without any reason, and until Ye, Jinghuan finished their works, he was released. At the same time, Wang, Xiuzhen was controlled by Xin Yuanli police station in Chaoyang District forcefully, but she met with others in the end.
Besides, when Ye, Jingchun and Yang, Linyun finished the form and went inside, three police cars came suddenly and lots of policemen ran out from the lane and other eight people worried, so rushed over right now to inquire about the news inside for a while and then somebody said that the office in charge of administrative reconsideration was moved to Pingan Street.
When they came to Pingan Street, several police cars had arrived at first and lots of policemen were full of the hall of office of legislative affairs in State Council. Going to the office in charge of petition and administrative reconsideration and waiting for about one and a half hours, a man came out and said “Administrative reconsideration supervises only the next level and you should not ask question to State Council and you should ask Beijing or sue to the court.”
Ye, Jinghuan said “Court is another business. Although it didn’t perceive us, we still ask it. The matter is Beijing doesn’t accept our administrative reconsideration, so we must find office of legislative affairs in State Council according to it!”
At that time, his phone rang and went outside to accept the instructions about dealing with it from superior aimed at this matter.
After we talked with him for forty or fifty minutes, a female leader came in and relied to accept it after hesitation, so we gave the copy to her. We asked her name, but she didn’t answer, so we request to take picture for evidence for fear that when we come next time, receptionists will say we have no evidence, so that female ran out at once. Just sitting down, policemen forced her to leave, but under our firm opposition, they allowed her to have a lunch with us.
Besides, Wu, Lihong got over so many resistances that she could come to participate in this movement, because four or five policemen usually supervised her in the car. She came by the means of “crooked line of national salvation”, but a man with surname Qi of village government led several decades people to surround her family……
At that, members of No.1 citizen-candidates in Beijing got over various resistances and put up with administrative reconsideration successfully to office of legislative affairs in State Council, with the aim of being detained for one day illegally. It was a small business for democratic countries, but it had the meaning of initiating history in China.

On Oct 25, Yao, Lifa detained in Qianjiang of Hubei province, accompanied with his wife Feng, Ling, was sent to Wuhan Tongji hospital to check the condition of lumbar vertebrae by two cars dispatched by Qianjiang elementary school and state security in Qianjiang, and doctor said they needed prepare sixty thousand Yuan as handling charge.
After they returned home, Yao, Lifa found his house was invaded illegally right now.
Before they left the house, Yao, Lifa had precaution of illegal invasion and called his sister to his house, but when his sister was cheated to receive express delivery somewhere in the morning, endeavoring to stop her, she signed a mark in the house before she left at 11:30AM. At 2PM, plain-clothes policemen called her to receive express again and indicated the location at random, and she realized it was unusual and ran to Yao, Lifa ‘s house at once, finding the marks in the house were disturbed and there were witnesses introducing the condition that there were four policemen out of the stairs and three policemen went into the house, including two in policeman uniform!
In the next day, Yao, Lifa found his password of skype was stolen and he could not sign in, even seriously, desktop of his computer was changed and lots of information was lost. His skype could sign in once opening computer, so he guessed the people coming into his house was very professional, and nothing else was stolen in the house, so the possibility of stealing was eliminated, only for political aim.
On 27th, couple of Yao, Lifa registered to Yuanlin police station, police station ignored at first but accept their registration after several times, but they still didn’t give the report. It should respond in written in three days, illustrating put it on record or deal with by other departments, but after several times of Feng, Ling, Yao, Lifa’s wife going there, always put off there was nothing stolen and refused to deal with it according to the laws.
Yao, Lifa emphasized his house was invaded illegally and the precious information in his computer was stolen, so it was serious case of criminal offense and government had responsibility to put in on record. There was a monitor only four meters far away from his house and police station should watch it to check, but they refused and let Yao, Lifa ask state security. Yao said he would go to state security, but police station refused to register the case of invading house illegally in its popedom. It was typical action of execution of duty and citizenships would not reply it any more.

Computer was attacked and E-mail was stolen
Ten days ago, specifically on Nov 2, Qin, Yongmin moved into the second-hand house after selling old house, and even if the two houses belonged to the same police station, it didn’t approve his request of transferring household, saying they need to ask for instructions to superior.

Besides, in this period, Qin, yongmin’s computer was attacked seriously again and all the videos were changed into garbage with some files disappeared. Sogou pinyin software was destroyed and could not surf the Internet through router, so another computer could not work, and once changing password of Internet, he could not surf the Internet, and four new E-mails were stolen at the same time, especially an open E-mail was stolen as long as it was opened to public.
