Shi,Caoming: Why corruption in China happen all the time

It’s more a lack of effective and incentive mechanism on cadre personnel system and lack of powerful democratic supervision rather than moral laxity of officials. The personnel system in China has subjective factors and situation of officials have the final say, still has not been turned around fundamentally. Therefore someone said, once someone is promoted to directorate officers, it’s very hard to return the ordinary civil officer, “Becoming the privileged class and power is personal property.” Some officers still have their cadre identity and even remain treatment for life after they are dismissed. Such unfair layer treatment makes more people in favor of benefits of being officers. Treatment and power are closely related.
Over the time, being officers in China only make people jealous and take no responsibilities and risks. In fact, in some places, anti-corruption has become the media of political struggles, and in some core official circles, it goes further to directly transformed to effective means of struggling for power. People who fall from power though deserve their punishment, are not always the most evil corrupt officers, because new greedy officers come. Some positions are succeeded by one another, and violate the law one after another. Struggles of dog eat dog happen at the same time of anti-corruption, officials follow one another and commit suicide, to this extent, and risk of being officials is the same as robbing a bank.
Why the rulers of China worry about democracy which has separation of powers? The reason is simple, rulers don’t want to lose their better days when they can have everything they want; democracy with Chinese characteristic, and keep to the socialist road are just covers on the window, so called democracy with Chinese characteristic, democratic decisions and scientific decisions, head for socialist road, but doesn’t allow its people to organize and restrict government, people have no saying who secure official positions, how can such socialism benefit common people?
