Afghanistan's election commission has ordered a presidential runoff on November 7.

Afghan President Hamid Karzai has conceded that he did not win an outright majority of votes in August's presidential election.

U.N. election auditors announced Monday they are throwing out nearly one-third of Mr. Karzai's ballots because of fraud, depriving him of a majority of the vote and setting the stage for the runoff with second place finisher, former foreign minister Abdullah Abdullah.

Karzai Calls for Afghans to Participate in Runoff Vote

President Hamid Karzai has called on the people of Afghanistan to participate in the November 7 presidential runoff election.

Mr. Kazai told reporters during a press conference in Kabul Tuesday that now is not the time to look back at the voter fraud probe that led to the runoff vote.

President Karzai called upon the nation to strengthen its resolve and determination to move Afghanistan forward.

He also called on the international community to follow through on a promise to ensure the runoff election is secure, saying "people need to cast their votes free of any security threats."
