Clinton: Russia Must Embrace Basic Human Rights

U.S. Secretary of State Hillary Clinton says it is important for Russia to embrace basic human rights and freedoms, including the right of openly participating in the political process.

Clinton told a group of students at Moscow State University Wednesday that "citizens must be empowered" to determine what laws they will live under.

She said the freedom to take unpopular positions and "disagree with conventional wisdom" are the hallmarks of "an innovative society."

Clinton said it is those values that make the recent attacks on journalists and human rights activists in Russia a "great concern" for Washington. During an interview on a local radio station earlier Wednesday, Clinton discussed the death of investigative journalist Anna Politkovskaya, who was murdered back in 2006.

The top U.S. diplomat also said her country was ready to move past the bitter rivalry of the Cold War years.

Clinton is ending a two-day trip to Russia with the town hall meeting, followed by a visit to Tatarstan, an ethnically diverse republic east of Moscow with a large Muslim population.

Clinton on Tuesday called for closer ties with Russia, after her meeting with President Dmitri Medvedev in Moscow. She emphasized the need for the U.S. and Russia to work together on key issues, including Iran, North Korea and nuclear arms control. Mr. Medvedev noted that cooperation with the United States is at a "high level."

Russian Foreign Minister Sergei Lavrov met with Clinton earlier Tuesday. He said the U.S. and Russia have made "considerable" progress on plans to cut their nuclear arsenals.

Clinton said negotiators are aiming to reach a new treaty by the time the current START (Strategic Arms Reduction Treaty) agreement expires in December.

Clinton also said the United States is interested in cooperating with Russia on a new U.S. missile defense plan to counter the threat from Iran.

Russia has welcomed U.S. President Barack Obama's decision to scrap a Bush administration plan to build missile defense systems in Poland and the Czech Republic.
