-Memorizing the 50th anniversary of anti-violence in Tibet in 1959

Dear 14th generation of Dalai Lama,

I personally am very grateful for you for a long time. You exerted huge international influence to appeal to international society for human rights and freedom of all Chinese citizens and democracy in China!

Last month, on Feb 13, 2008, you reiterated in Paris: international society has responsibility to bring China to mainstream of world democracy.” Your stand brought huge encouragement to Tibetans and all Chinese people. Just as you said, China is really desperate to join international society. International society has responsibility to bring China to the mainstream of world democracy. Your statement received great recognition of us: the world can’t isolate China, and must bring it to mainstream society and develop real friendship, which is very important. To bring China to civilized society, you even affirmed CCP’s transparency during the Sichuan earthquake in May, 2008, and expressed at the same time, that we hope the transparency can be increased, because CCP still holds back on Tibet issues.

Your magnanimity found that CCP has one biggest problem which is fear and it’s sign of weakness. You warned CCP that it could not isolate from the world. An enclosed society has no future and it concerns the interests of China itself. It can be said that you spoke the mind of democrats in China, and we are proud of you as a spokesman.

Your wise judgments of democracy in China has arose response of Han ethnics. As far as I know, those responses can be summarized in three points.

Firstly, human rights movements are not splitting activities.
Fights for freedom by Tibetans are human rights movements and not separatist activities. The Feb 25 this year is Tibetan New Year. The exiled Tibet government and Tibet organizations declared, they will not celebrate Tibetan New Year according to traditional ways, which is to memorize Tibetans who were died of oppression last year in China.

Tibet Youth Assembly announced 2009 as the black year. Chairman Ciwangrenzeng was interviewed by VOA and said: “ we thought about cruel oppression of Tibetans by CCP, thought about we need to unite with oppressed Tibetans, thought about thousands of Tibetans who were arrested and tortured, facing the difficult situation of Tibetans from Match 2008, we made the decision not to celebrate Tibet New Year.” He also expressed, they will take protests like hunger strikes, release the souls of the dead, and group rally. He emphasized, all events would be peaceful, and non-violent. Tibet exiled government also made the same decision.

Rep of Dalai Lama in European Union Gesangzanwang expressed to Voice of German that, Tibetan families changed celebration of the New Year because of relative misfortunes is Tibetan culture, for ordinary Tibetan families, if family members pass away months before the New Year, other family members would not celebrate the New Year happily, and instead they mourn the passed away relative. Facing the oppressed Tibet situation, many Tibetans died in last years’ demonstration, many Tibetans were arrested and are still missing, therefore, Tibet exiled government decided not to celebrate the New Year on Tibet calendar this year, and pray for those victims.

In Jan 2009, at least 81 people were arrested, nearly 6000 people were interrogated in Lhasa. Local situation in Lhasa was very serious, CCP officials created terrible atmosphere to maintain a peaceful society on surface, especially the 50th anniversary of anti-violence in Tibet. Dalai Lama repeatedly expressed that he sought for autonomy of Tibet region, hope Tibet can have more autonomy within the constitution, he has openly expressed he didn’t pursue independence of Tibet any more. Therefore Han fellow I contacted, all understand and support human rights activities of Tibetans.

Secondly, unity of Han ethnics and Tibetans, mutual anti-violence
I noticed that, in Nov 2008 before Dharmsāla held the Tibet Congress, Dalai Lama made a proclamation, and called on people to discuss the future of Tibet with great efforts. Dalai Lama pointed out the convention was to provide an open forum, and through free and honest discussion, to understand opinions and ideas of Tibetans.

Dalai Lama said in the statement that political system in Tibet should be democratic for the fundamental and long-range interests. Now due to oppression by CCP, democracy has no results in Tibet. Tibetans after exiled had wise reform, imported structural improvement and a Congress voted by people. Today, exiled Tibet government has totally changed to a modern democratic society, has its own administrative regulations, and voted the supreme administrative minister. To maintain Tibetans fight for democracy, religion and culture in Tibet can be maintained and preserved, organizations of exiled Tibetans governed by Tibetans is extremely important.

After Tibet-CCP broke communication channels in 1993, a referendum was conducted to let Tibet politics enable to consult with overseas and domestic Tibetans. The ultimate decision was, there was no need for an official vote, the congress decided to base on the majority votes and voted Dalai Lama to continue view decisions and make decisions. Therefore, during the eight Tibet-Han conversations after the two resumed relations in 2002, Dalai Lama has been insisted on “middle path” policy, which has gained appreciation from international society, and support of many Chinese intellects, but CCP maintained its attitude on Tibet policies and attitudes.

The truth proves that only when Han ethnics and Tibetans unite together, all ethnics unite together, fight against the CCP tyranny together, and unite with international advanced forces can Tibet has a bright future!

Thirdly, establish a People’s Federal Republic of China
I noticed that, as early as Dec 12, 2008, Dalai Lama openly stated to support the “charter 08” and it was very commendable! The “charter 08” recommended to establish a People’s Republic of China, inherit the glorious tradition of “The People’s Republic of China” drafted by Yan,Jiaqi and other predecessors in the 1990s, and made detailed blueprint for future development in China. The “08 charter” is an epoch-making historical document; Dalai Lama supports “charter 08” has historical significance. It showed that Han ethnic and Tibetans have fully united! All ethnics of Chinese people are walking towards the broad road of establishing a democratic China!

Dalai Lama’s statement said: at the time of 60th anniversary of “Universal Declaration of Human Rights”, some intellects, artists, farmers and lawyers jointly drafted “charter 08”, which expressed their wishes for political, judiciary and constitutional reform. Dalai Lama was greatly touched and inspired, and he embraced the opportunity to call on the Chinese government to release imprisoned people who maintain their legal rights including Hu,Jia, as they are all innocent prisoners arrested for expression of freedom of speech.

Respected Dalai Lama, your stand gains huge reputation among Han ethnics! Besides you opened the official Chinese website of Dalai Lama on the international human rights day. The website is to convey his important messages and introduce his destiny and notions. The aim of the Chinese website is to let more Han ethnics know Dalai Lama, and propagate love and mercy, peace and universal responsibility.

We see that Dalai Lama has lived an exiled life for over half century, but he is still regarded as the most respected world leader among people worldwide, and is more welcome than German Chancellor Angela Merkel and French President Nicolas Sarkozy. German media surveyed that in Germen minds, Dalai Lama is more respected than the 16th generation of the Roman Catholic Pope. We believe that after China is democratic, Dalai Lama will also be the most respected world leader in mainland China! Then China will be an advanced country in democracy camp, and let us fight together for its earlier coming!

Wish Dalai Lama have a healthy and long life.

Wish the democratic and free cause of Han ethnics and Tibetans succeed soon!
